Centre seeks Dibang conservation proposal

NEW DELHI,  Apr 22: Centre has asked Arunachal Pradesh to send conservation proposals for Dibang Wildlife Sanctuary. One of the eight wildlife sanctuaries of Arunachal Pradesh, it covers an area of 4,149 km. The sanctuary is rich in wildlife and home to rare mammals such as Mishmi Takin, Red goral, Musk deer, Red panda, Asiatic black bear, occasional Tiger and Gongshan muntjac

Union Environment Minister Prakash Javadekar informed the Lok Sabha on Tuesday that in-principle approval has been accorded by the National Tiger Conservation Authority (NTCA) for creation of reserves in Ratapani in Madhya Pradesh, Sunabeda in Odisha and Guru Ghasidas in Chhattisgarh. The NTCA also accorded final approval to a proposal to declare Kudremukh National Park in Karnataka and Rajaji National Park in Uttarakhand as tiger reserves. As per the Ministry’s country-level assessment, India hosted an estimated 2226 tigers in 2014.

 

Itanagar to host Amit Shah

ITANAGAR, Apr 22: BJP National President, Amit Shah will arrive in Itanagar on April 23 on his maiden visit to Arunachal Pradesh.

Shah will address a gathering at Nyokum Lapang ground, Itanagar. He is expected to meet the State BJP leaders and State Office Bearers, Legislators to discuss the expansion strategy of the party in the state.  

The BJP president’s northeast visit is very crucial for the expansion of party base in these states, said a release. The BJP president has visited rest of the North Eastern states.

 

Arrest of culprits demanded

ITANAGAR, April 22:  All Tali Pip Sorang Youth Welfare Association today demanded immediate arrest of culprits involved in alleged destruction of ferry at Kamla River between Kuwa and Tali in Kra Daadi District, believed to be the only means to transport machineries and goods to Tali ADC headquarter.

In a letter addressed to the Deputy Commissioner, the association stated that Tali PWD Division is struggling for the construction of bridge over the Kamla River for last few years, and to transport men and machineries, the contractor made a ferryboat which was deliberately destroyed by the miscreants. It urged the authority to arrest the persons involved in the condemnable activities.  The ferry was reportedly damaged by miscreants on April 7 last. Tali MLA Markio Tado also demanded the arrest of culprit at a press conference held on April 16 last.

 

Guru Shishya Parampara

ITANAGAR, Apr 22: The scheme of Guru Shishya Parampara of Ministry of Culture, Govt. of India was launched at Kalung Meder Nello ground at Kalung village, Ziro, Lower Subansiri district today.

The scheme aims to preserve the aged-old Apatani traditional folklore called Biisi.

Kalung Aka, Computer Programmer, KVK, Yachuli highlighted the basic concept of Guru Shishya Parampara scheme.

 

RSS OTC camp

ITANAGAR, Apr 22: The 22-day-long officer training camp (OTC) of Rashtriya Swayam Sevak Sangh started at Tamla- Du Hall, Tezu yesterday.

Local MLA Dr. Mohesh Chai, who inaugurated the training along with Pradeep Joshi, Kshetra Pracharak for West Bengal, Orissa, Sikkim, and Andaman & Nicobar, acknowledged the role of RSS in nation- building through character building exercise. The RSS, he said, has produced so many excellent personalities, including the two Prime Ministers for the service of the nation.

Joshi highlighted the different activities of RSS including 78 OTCs running in the current annual session in the country.

Dr Sunil Mohanty, Arunachal Prant Pracharak and Suraj Tayang, Varg Karyavaha of OTC, Tezu also attended the inaugural function.

70 Swayam Sevaks from across the state are attending the camp.

 

DRDA employees threaten pen down strike

ITANAGAR, Apr 22: DRDA employees of Lower Dibang Valley district has threatened to launch pen and tool down strike shortly to register their strong protest against non-fulfillment of long-pending demands.

The Lower Dibang Valley District Unit of All India DRDA Staff Welfare Association, in a release, informed that it had served an ultimatum of 15 days to the state government for fulfillment of the demands failing which they will join other DRDA employees in “Pen and Tool Down: strike.

The demands of the DRDA employees of the district are absorption of DRDA borne employees in line department in compliance with the direction of MoRD, and release of five months pending salary along with 31 months arrear of 6th CPC.

Media pained by attack on Pradip Kumar

Govt to institute enquiry

ITANAGAR, Apr 22: The Press fraternity of the state is pained by the incident of last night at Naharlagun, wherein senior journalist and Editor of Arunachal Front, Pradeep Kumar Behera was attacked by unknown miscreants nearby his office at Industrial Complex, A sector Naharlagun.

The incident happened when Mr. Behera tried to pacify a petty argument between his driver and an intoxicated youth on a bike.

The Press fraternity consisting of Arunachal Press Club, Arunachal Pradesh Union of Working Journalists and Arunachal Electronic Media Association has expressed their concern over the normal security scenario in the Capital Complex. Assuming that it was a stray incident not aimed at the Press, but the fraternity feels that the incident reflects the moral decay of society.

APC President, Chopa Cheda while condemning the incident has called for apprehending the culprit(s) involved in the attack on the senior journalist.

Meanwhile, the state government has condemned the incident of physical attack on Pradeep Kumar, and his driver by an unidentified miscreant on Tuesday evening.  

On being apprised about the incident, Chief Minister Nabam Tuki has directed Home Minister Tanga Byaling to institute a thorough enquiry into the matter.

A case has been registered in Naharlagun Police Station vide Case No. Nlg.-PS/ Case – 76/15 under section 341/325 IPC and the capital police is investigating the matter.

The Nyishi Elite Society (NES)  also condemned the unprovoked attack meted out to senior journalist Pradeep Kumar Behera by a miscreant while coming back from his routine work on 21st April. The Secretary publicity (NES) Bengia Amit visited Pradeep Kumar Behera at RK Mission Hospital  here this afternoon to take stock of the situation on behalf of Nyishi Elite Society. The NES asked the authority concerned to arrest the culprit at the earliest and give exemplary punishment. Further NES added that they will not tolerate such kind of attack on the fourth pillar of democracy.

 

 

Two Arunachalee students racially abused

BENGALURU, Apr 22: Two journalism students from Arunachal Pradesh were racially abused by four people at Shantinagar Bus Stand on Tuesday evening.

While the youth was also allegedly assaulted, his cousin was sexually harassed. The two, who migrated to the city two years ago for their undergraduate studies, were returning home when they were accosted by two people around 8.45 PM.

“They started sexually harassing me. They were smelling of alcohol, and shouting out dirty comments in broken English,” said the girl who was riding pillion on the two-wheeler. When her cousin stopped the vehicle and removed the helmet, the abuse turned racial.

“They pushed him around and slapped him for no reason. Two others joined them, with one of them claiming to be the son of the commissioner.

The duo then called the police, and when no policeman turned up, they took to Twitter to register their complaint on Police Commissioner M.N. Reddi’s handle, @CPBLR.

He advised the two to contact the divisional Deputy Commissioner of Police.

The students then orally informed the Ashoknagar police about the incident. (Source-The Hindu)

 

 

Byaling emphasizes on maintaining discipline

43rd Passing out Parade ceremony

ITANAGAR, Apr 22: Home Minister Tanga Byaling today called upon the police to maintain discipline and discharge their duties with dedication keeping the moral values high and serve the society as true police personnel.

Addressing the passing out parade ceremony of 43rd batch recruit constables at Police Training Centre (PTC), Banderdewa, the minister also advised the personnel not to indulge in any act which is unbecoming of police men and to maintain physical fitness for performing their duty effectively.

The minister gave away the trophies and certificates to the constables who had excelled in their performances and congratulated all the trophy winners and others recruit personnel.

In his address, Director General of Police (DGP) S Nithianandam highlighted in detailed on the intensive training curriculum the recruits had to undergo both indoor and outdoor. He stated that the recruits have been taught about the fundamental knowledge and skills to make them professionally competent police personnel to face any kind of challenges while discharging their duties. Emphasis was also given on the protection of Human Rights, gender sensitization and traffic management and regulation, the DGP said adding that  they were also taught about drug abuses, trafficking and the methods to deal with it. An insight was given on awareness and sensitization on tourism policy.

The DGP also called upon the newly passing out police men to maintain discipline and discharge their duties with dedication.

A total of 342 recruit constables of Arunachal Pradesh Police including 212 constables of Civil Police, 4 AAPBn, 116 IRBn and 11 Head Constables (Telecom)  passed out from PTC after undergoing rigorous indoor and outdoor training for twelve months in a spectacular passing out parade ceremony.

While L/RC Deken Badak won the trophy as all round best (civil), L/RC Nangbia Penu was adjudged all round best in IRBn/AAPBn.

All round best (BOC) trophy was conferred to R/HC (T) Tapi Apa, while L/RC Sangey Chotten won the best in Indoor (Civil) trophy.

Other trophy winners are : RC Mairang Nokbi -Best in indoor (IRBn/AAPBn), L/RC Mary Tajo - Best in Outdoor, RC Roni Ramching -Best in Discipline (Gents), L/RC Lham Drema-Best in Discipline (Ladies), RC Gollo Nan - Best in Firing(Gents), L/RC Namno Wangsa -Best in Firing(Ladies). RC Yude Appa won the best in PT prize.

The Passing out parade was commanded by L/RC Deken Badak.

The ceremony ended with a colourful  programme presented by constables.

Assembly Speaker Nabam Rebia, Parliamentary Secretaries, senior officers, Parliamentary force, police personnel and general public attended the passing out parade, according to an official release.

 

 

Do not compromise with quality: Speaker

ITANAGAR, Apr 22: The Speaker of the Arunachal Pradesh Legislative Assembly Nabam Rebia visited all ongoing development schemes and projects funded under CCS and SPA under Taraso Circle along with Parliamentary Secretary (Tourism), Mama Natung on 20th April.

While expressing his visions and commitment for the development of the area, Rebia sternly directed the work executing agencies (PWD, RWD, Tourism, and Police Housing Board) and the concerned contractors not to compromise with the quality of work and stressed upon completion of all the above projects in a time bound manner in larger public interest. The Speaker also assured to provide chopper service to Taraso during the upcoming monsoon season and also to construct one pilot rest-cum-passenger waiting building near the Taraso helipad.

They  visited Gera Lake and Tourist Resort at Ramghat to check the status and the quality of the work as executed by the Tourism Department. The progress of execution of the Police Station, Police Barracks, Inspection Bungalow, and Township Road under Taraso were also closely monitored through site inspection. A review of the appropriateness of the site selected for the construction of the RCC Bridge over Papum River was also critically examined. Meanwhile, Parliamentary Secretary Tourism, Mama Natung expressed his satisfaction on the ongoing Tourism projects and expressed his commitment for the further development of Gera Lake. Seeing the landscape and nature’s bounty, he also stressed and advised the people of the area to focus on cash crops which would permanently enhance their livelihood and build self-reliance.

Later, they both interacted with the three women victims who suffered molestation in the hands of the Indian Army. They expressed their deep empathy and urged them to cooperate with the Police in the investigation process in order to get their due justice.

The Additional Deputy Commissioner Yupia, Additional Deputy Commissioner Balijan, SP Papum Pare, CO Taraso, ZPM Taraso and Anchal Samiti Chairperson Taraso were also present during the monitoring process.

 

 

Apang, societies mourn Sunjoy’s death

ITANAGAR, Apr 22: Former Chief Minister Gegong Apang deeply mourned the untimely death of Tassar Sunjoy yesterday.

According to family sources, Sunjoy breathed his last at his Jollang residence after a brief illness.

He is survived by three wives and nine children.

Expressing deep shock and grief over his death, Apang in a condolence message recalled Sunjoy as active social worker who dedicated his life for the cause of the people of entire state.

“His death has created a huge vacuum. I will always cherish his fond memories as he worked with me in various capacities in his eventful social life” Apang said, and prayed for eternal peace of the departed soul.

Born in 1964 to late Tassar Mangha and late Tassar (Tarh) Yadang Sunjoy began his primary education at Govt. Primary School, Old Palin.  A multifaceted figure, he was a renowned social worker, political leader, environmentalist and an able local entrepreneur, said Nyishi Elite Society while recalling his immense contribution towards overall development of the state.

A straightforward man, Sunjoy always advocated for peaceful co-existence among people living in the state capital terming it a mini India.

He was the chairman of State Pollution Control Board (SPCB) from 2006 to 2009. As a philanthropist, he led the philanthropic organization as the Secretary of Donyi Polo Mission (DPM) and Boam Kakir Mission (BKM). He also held various social assignments during his lifetime, NES informed. Arunachal Pradesh Congress Committee (APCC) remembered him as an active, hard-working and energetic person who worked for all round development of the state.

Joining the mourning, Donyi-Polo Mission fraternity expressed deep shock over Sunjoy’s sudden death.

While conveying heartfelt condolence to the bereaved family, DPM prayed to Almighty to give them enough courage and strength to bear the irreparable loss.

Itanagar Market Welfare Association and Tassar Mangha Charitable Society also condoled the death of Sunjoy.  

IMWA observed two minute silence as a mark of respect to late Sunjoy, who was the founder member of IMWA. He also served as President of Arunachal Pradesh Chamber of Commerce and Industries for two tenures from 1994 to 2001.

Recalling Sunjoy’s immense contribution in various fields, All Nyishi Students’ Union (ANSU) in a condolence message said, ”His death has caused an irreparable loss not only for the community but also for entire state. The vacuum created by his death can not be filled easily.”

“He was known for his kindness, politeness, humane nature and helpfulness to fellow friends in the society. He launched massive campaign for the preservation of flora and fauna in the state through the NGO Tassar Mangha Charitable Society, ANSU informed.

ANSU president Byabang Joram along with General Secretary Nyanya Gollo today visited to the family members of Sunjoy at Chimpu and conveyed deep sense of condolence to the bereaved.

Sanskar Bharati Arunachal Pradesh and Tarh Welfare Society (TWS) have also expressed shock and grief over premature death of Sunjoy.

Sunjoy was also to Sanskar Bharati Arunachal Pradesh for long time.

 

 

School building on verge of collapse

ITANAGAR, Apr 22: Schools with dilapidated building are common sight in this state and the Jime Primary School under Daring circle of West Siang district is not an exception.

The Primary school located at one of the remotest areas of Daring circle has been lying in a dilapidated condition for years for want of maintenance reflecting sheer negligence on part of the authority concerned, informed Ego Banggo Peoples Forum.

Describing the horrible condition of the school after making an inspection of it recently, the Forum informed that the school is standing somehow with its four pillars and wooden structure without doors, windows. The school building devoid of doors, windows, wall and fencing is becoming a resting place for stray animals causing an unhygienic condition and creating problem for the students in the school, the Forum said.

However, the tale of woes of the school does not end here.

The single-room school building is currently run by a single teacher without sufficient bench-desk and other study materials. Few desks and benches were reportedly donated by the villagers which is not sufficient. Further, the students of the school have not been provided mid-day meal, free school uniforms and study materials entitled for them under various schemes, the Forum alleged.

“The benefits are beyond our imagination for we never heard of such benefits,” one of the students said.

The villagers are said to have maintained the school building on self-help basis earlier, but how long, the Forum said and appealed to the competent authority of Education Department to repair the school building before it collapsed and brought avoidable disaster.

 

 

Kampu Hollen gives ray of hope to orphan children

ITANAGAR, Apr 22: Renu Bengde never imagined that she would establish an NGO at the tender age of 20, especially for underprivileged and orphan children to care and support their schooling. She is the Chairperson of Kampu Hollen Welfare Organisation, a charity based NGO to help and support the orphan children in getting admission in various schools.  

It has established way back in 2012 at Model village Seppa in East Kameng district but was not registered till November 2014 under Societies Registration Act 1860.

 Kampu Hollen embarked on the noble journey with an orphan child whom it had facilitated to get admission in Holy Family School, Seppa in 2012. Each passing year, the number of orphan children keeps on increasing. It has presently 13 children including two from below poverty line and one from Puroik community. From each area such as Bameng, Chayang Tajo, Seppa and Pakke-Kessang, it accommodates one orphan child. Apart from providing shelter and education to the needy children, the organisation conducts cleanliness drive and social service on regular interval at Seppa town.

Renu along with her friend YagiamTungi, General Secretary  of the organisation with the help of volunteers so far has managed to provide education to the children in Oju Mission school Naharlagun, Gyan Mission Orphanage Itanagar and at Citizen School, Divine World, Lalbahadur, KGBV, Gracious School in Seppa.

She informed that to get  admitted in the school, particular child must possess required documents such as Schedule Tribes Certificate, PRC, Birth Certificate and Orphan Certificate.

“Our endeavour would be to help and shape the future of neglected children especially orphan and under privileged child” said the Chairperson.

 Kampu Hollen is battling all odds to keep the hopes alive, as there are hardly any philanthropists who have come forward to help the school.

“Fund is always been issue, however we are trying our best to manage it” Bengde added.

She also felt if the district administration extends help by allocating plot of land to the organisation, it would be icing on cake to expand the charity organisation in the service of orphan and underprivileged children.

 

 

Ruksin ADC office starts issuing PRC, ST certificates

RUKSIN, Apr 22: The Additional Deputy Commissioner (ADC) of Ruksin under East Siang district has started issuing Permanent Residence Certificate (PRC) and Scheduled Tribes (ST) certificates much to the relief of public, especially students, who otherwise had to go Pasighat to obtain the same.

Ruksin Circle Officer cum ADC in-charge Vijoy Tamuk today issued such certificates to a couple of applicants in presence of Ruksin block ZPM Tonggeng Panyang and Anchal Chirperson Aruni Jamoh today.  The certificates issued to one Nungki Libang of Ngorlung village and Ghemin Jonnom of Ruksin were handed over to them by the panchayat leader duo.

The rural people including PRI members have expressed their happiness over issuing of ST and PRCs at their doorstep.

On the other hand, the local people have been demanding the government for early notification of the newly upgraded Ruksin ADC headquarters besides delegation of independent power to the ADC for public convenience. They further demanded establishment of sub-treasury office at Ruksin to ease monetary dealings in government sectors.

It is pertinent to mention that State Cabinet during October last year approved the up-gradation of Ruksin SDO headquarters to ADC headquarters. Later, Chief Minister Nabam Tuki on January 21 this year inaugurated the ADC (Independent) headquarters at Ruksin in presence of host of officers and public leaders of the district.

The people are demanding the local MLA Tatung Jamoh to sincerely pursue their needs and demands with the state government.

It is worth mentioning here that the government in an effort for administrative convenience has empowered all SDOs, EACs and Circle Officers of the state to issue PRC and ST certificates.

Politics over tragic death of a farmer

The tragic death of a farmer who committed suicide today during AAP's rally in Delhi against the controversial land acquisition bill has taken political colour. Unfortunately even after a farmer committed suicide in the heart of national capital over failed crops, the politicians are busy attacking each other and not worrying about the cause of farmers. The dramatic death of Gajendra Singh, a father of three, immediately turned into a political drama, with the Aam Aadmi Party blaming Delhi Police and the BJP and the Congress attacking Kejriwal and the AAP.

It is shameful on the part of political parties to indulge in political slugfest over such heartbreaking incident. Instead of blaming each other, they should rally around the farming community and try to find out a solution. The country is witnessing serious agrarian crisis and reports of farmers committing suicide are pouring in from various parts of the country. This year's unseasonal rainfall has added to the misery of farming community. Many farmers are in huge debt owing to destruction of crops. If timely action is not initiated by the government of India, the country will witness serious socio-economic problem in days to come.  For the sake of farming community, the political parties should stop playing with their emotions.

Foolish wisdom of the highest order

Dear Editor,

It is encouraging to see that the civil society of Arunachal are increasingly involved in ensuring participative and good governance in Arunachal Pradesh. Ideally, in a democracy, rule of law ought to be the supreme proposition, under which every citizen has the right to move the wheel of justice into motion. The anti-graft crusaders should, therefore, move the court of law on the allegation of financial mismanagement in the State if they are confident that enough evidences are at their disposal. If they fail to move the court, their action of making loud noises would only be judged as political opportunism, and an attempt to hold the Government and the public at ransom to meet their vested interest.

However, the demand by some of these so called pressure groups for imposition of Article 360 of the Constitution viz. financial emergency in Arunachal Pradesh is nothing but foolish wisdom of the highest order. Those who demand financial emergency should also convey to the people that Article 360 has never been imposed in Indian history even during the late 80s when India had to airlift national gold reserves as a pledge to the International Monetary Fund (IMF) in exchange for a loan to cover balance of payment debts which arguably has been the worst financial crisis since India's independence. The reason for non-invocation of Article 360 is simple. The answer is that the market economy is at its best when government intervention is minimal and is limited to being a facilitator than the driver of the economy.

The argument should be that, if at all there is financial crisis of such proposition as the opposition alleges, the government of the day should encourage and ensure increase in private/foreign investment in various sectors on public–private partnership model especially in areas that have huge potential in Arunachal like tourism, horticulture, food processing, infrastructure, etc.

Additionally, extension of executive authority of the Union in the domain of the state, by virtue of Article 360, will be against the principle of federalism enshrined in the Constitution and may even cause reduction of salaries and allowances of all or any class of persons employed by/serving in connection with the affairs of a State. This will weaken the purchasing power of the people and will , therefore, only push the demand curve and the economy on the downhill creating further economic crisis.

Pressure should be to make the State government work over time to ensure that financial health of the State is recouped and that the Center extends its full support to this strategically important state without any political bias. On its part, people should venture into service sector, the highest employment giver in India, and self employment. Dignity of labour should be maintained. Dependency on government for employment will only perpetuate state's dependency on the Center. This way, the vicious circle of dependency and political-economical volatility will never end which is, definitely against the interest of the 'mango people' (sorry, aam aadmi has become political!).

All we ask for is little respect and equal opportunities

Dear Editor,

Teachers have always been compared to gods in our scriptures. Though our society is very loud-mouthed in praise of the teachers but I feel that deep inside there is nothing as such. The recent attacks on teachers, that too by students is example enough to tell us how much respect teachers have nowadays.

But here I am going to bring to light another example of discrimination that we teachers are facing.

On 16th April I went to SBI Daporijo to avail personal loan. On enquiry I came to know that all govt. employees are given loan provision of their net salary multiplied to 18 months but for teachers the provision is for 12 months only.

I protest and ask SBI why this discrimination and inequality? Why are teachers not kept at par with other employees? How can a bank like SBI show such discrimination between employees?

I felt very insulted and this fact which came to light has not only hurt my pride of being a teacher but also has made me feel inferior to other employees. It is gross injustice and clear discrimination. I demand the SBI officials to come out with proper justification for this sort of discrimination against teachers.

My voice also goes out to the cabinet members of ATA and AAPETA. What are you all doing? Are you hibernating or have you gone blind, deaf and dumb? Instead of blaming each other over petty and silly issues like collection of membership fees, why don’t you raise issues which will benefit the whole teaching community? We, serving in the districts expect a lot from you, who are in the capital and are at the helm of affairs. But you are so silent.

When former minister Kalikho Pul disclosed about the misuse of GPF and NPS, we expected strong reaction from COSAAP and ATA but you maintained total silence. It was as if no one cared. Nobody wanted to know whether our hard earned money which we are saving for our retirement is really safe or not?

Only a person from Khonsa wrote about it in Readers Forum of The Arunachal Times. You may not worry but we in the districts really want to know if our money is safe or not? It is the duty of heads of service associations like ATA and COOSAAP to bring these things to light.

I wish to point out one more example, where we teachers are being discriminated. When the order that govt, teachers should not engage themselves in tuition, nobody reacted. Only Tongam Rina wrote few lines in a column about it. I very much agree that, if a teacher engages himself in tuitions during his regular duty hours then he is guilty and it is wrong. But what is wrong, if a teacher utilizes his spare time in productive activity like taking tuition. If the government is hell-bent on implementing this order then, I feel that, the teachers should be given Non Tuition Allowances (NTA) in the likes of Non Practice Allowance (NPA) which is given to doctors.

My views and opinion may hurt some but it is for the greater interest of the teaching community. Truth is bitter and the bitter truth is that, teachers are facing discrimination and insult. We are being beaten by students, discriminated and meted out with unequal treatment by banks and our individual freedom curtailed by stupid orders but we are still doing our duty silently; the duty of building the future of our nation in classrooms. In return, all that we want is a little respect honestly given and equal opportunities always.

Let customers be brand ambassadors

Dear Editor,

Companies & stores don't mind using celebrity brand ambassadors who charge in millions to open their store or launch their product with great fanfare and publicity. But the exorbitant fee charged by brand ambassador or celebrity who endorses the product is ultimately recovered from customers only which burn a big hole in customer's purse. But if the product/ service is really good then every delighted customer will spread the word around and will become endorsers themselves.
